Dear friends of FEMNET,

From the computer mouse to the police uniform, cities and municipalities procure goods in enormous quantities. They spend around €350 billion a year on taxpayers' money. For five years, we have been helping municipalities to make the purchasing of their workwear fairer. We are proud to be regarded as sought-after experts in the implementation of eco-fair procurement procedures and to have helped to increase acceptance as a pioneer of a niche topic.

Starting this year, we will also be offering our expertise to companies for the first time and supporting the integration of social-ecological criteria into textile purchasing.

Our fair procurement consulting projects thus have an important leverage effect: We show both the public sector and companies how they use their market power in the sense of sustainable and fair demand and thus contribute to improving working conditions in the apparel industry step by step.

Fair Wear Works - Sustainable textile shopping in companies

FEMNET focuses on an important building block in the sustainability strategy of companies - the procurement of ecological and fair textiles such as laundry, service clothing or merchandise. While our advice on the purchase of workwear was previously reserved for cities and municipalities, we now also accompany companies in the conversion of their textile purchases.

We have a strong partner at our side. Together with the Global Nature Fund We combine two-fold consulting know-how. In the field of resource protection as well as in eco-fair procurement procedures, the GNF and FEMNET are both proven experts.

With our consulting services FAIR WEAR WORKS the social and ecological relevance in procurement and purchasing is strengthened and comprehensible for employees. We show companies which problems arise along the supply chain, which solutions are available and how social and ecological criteria can be integrated into the company's own purchasing guidelines.

Until 31 August 2020, we will conduct a survey on the previous purchases of German companies.

Digital award tool

Together with lawyer André Siedenberg, FEMNET has developed a digital award tool: an online decision-making aid for all those who want to procure fairer. With each click, the procedure is better tailored to the individual case. This is because: Each municipality and each procurement process is different.

Successful consultations

With advice and action, we help large and small municipalities to shop more fairly. In 2019 alone, we have, among other things, 5 pilot projects, 9 impulse consultations and 10 workshops for Fairtrade Towns carried out – nationwide.

Our expertise lies in the field of workwear and personal protective equipment, but we also advise on fair procurement processes regardless of the product.

Studies on workwear

At the beginning of the year, FEMNET published two new studies on the production of workwear in India and Tunisia. The results are shocking: extremely low wages and massive violations of working hours, overtime and employment contracts. Impulse consulting to strengthen fair procurement in your municipality

In 2020, we will continue to support municipalities in implementing fair procurement. For decision makers, procurers and users of clothing and shoes, tailor-made Impulse consultations offered.


Moving forward together: City of Karlsruhe

FEMNET is currently advising the city of Karlsruhe, which is tendering a large framework contract for workwear, safety shoes and personal protective equipment. Here it has already been stipulated in the Public Procurement Regulation that the criteria of fair trade and environmental compatibility must be observed in tenders. We are now supporting the implementation of this goal.


Training of future buyers

Questions about administrative ethics and sustainability are becoming increasingly important for employees of public administrations. However, there is often a lack of experience with socially responsible procurement in concrete administrative actions. Therefore, FEMNET offers workshops at administrative schools and training academies.

Fair Procurement Manuals

More and more municipalities are making their way to get fairer. However, the concrete implementation is not always so simple. Based on nationwide consultations, two FEMNET handbooks have recently been published: a selection of best practice examples from small municipalities as well as a reference book for evidence for large municipalities and cities.
