Multipliers trained to disseminate eco-fair procurement procedures

The multipliers practice the practical implementations in the simulation game. More and more municipalities are starting to develop more effective methods for procuring proven sustainable products.

They are often supported by partner organisations such as FEMNET: The association has already supported the cities of Bonn, Cologne and Stuttgart in the development and testing of practical models. The methods are intended to encourage imitation – but how can this knowledge be transferred to other municipalities?

There are around 11,000 municipalities in Germany – FEMNET cannot do this alone. Therefore, in June 2018, the second edition of the Training series "How to achieve fair public procurement". Interested initiatives and municipalities can be informed nationwide by the FEMNET multipliers about the models and learning experiences.

The backgrounds of the participants are very different: Their experiences from the clothing industry, local government, one-world movement or trade union enabled them to have an interesting exchange. Among the fourteen participants were also three municipal representatives. André Siedenberg accompanied the training as a specialist in public procurement law.

On Friday, the focus was on the background to the socially responsible award: Why switch to eco-fair procurement? What are the typical hurdles in municipalities? How can they be overcome? In a simulation game, the participants practiced how this could be implemented in an example commune.

The participants learned what is possible at all and which approaches can be used in which procurement procedures and in which stages of the procedure. In a practical exercise, they then developed a tender specifications and award criteria for a model tender. Even public procurement lawyer André Siedenberg was impressed by how quickly the group was able to ‘joint’ with the possibilities.

At the end of the training, strategies were jointly developed for the three municipalities represented (Saarbrücken, Fürth district, Rhein-Kreis Neuss district). How could it continue there? What would be the next steps?

The group draws a positive conclusion to the event: The working atmosphere was pleasant, there was a lot of exchange of experiences and very concrete steps were worked out. It continues in September.
