Municipalities that serve as role models and pay attention to compliance with social and ecological criteria can make a big difference.

This guide aims to explain how room for manoeuvre can be used - regardless of the federal state and whether central or decentralised and to what extent it is procured. It is aimed primarily at procurers, but also at political decision-makers and, in addition to the legal basis, contains numerous examples and templates for Council decisions, instructions and text modules for tenders.
